Plan your inspection route and account for possible obstacles in advance. You will need to be able to get access to the manhole with your camera. Make sure that you have all of the equipment necessary, such as a ladder or scaffolding if needed.
Don't forget the camera, cables and tripod! Also, use proper safety techniques when working around manholes – keep in mind that they are not always stable and could give out at any time under your weight.
Your camera should be able to capture images of the ladder rungs as well as debris on top of or inside the manhole. Inspect each rung of the ladder carefully before stepping onto it, and look for obvious defects such as missing or loose rungs and corrosion.
Also, look for any apparent signs of "tampering" or recent use by someone else. You are looking for anything that could be a potential problem with the ladder; if there is obvious damage to it, do not use it.
